You simply have to follow CSAT orders before continuing on to your objective (slow down and do not move until the soldier tells you to). On the way there, you'll come across a CSAT checkpoint.

Get into your vehicle and drive over to Arthur's location at the shanty town north of Ouméré. When you start, Santiago will get a call from Arthur telling him to pick him up.
